AI risk is moving beyond technology risk.
The question is no longer only whether AI systems work.
It is whether the operating environment continues to permit their deployment at scale.
That matters for Boards because legitimacy risk rarely appears first as a formal loss event.
It appears as friction:
. longer approvals;
. tighter scrutiny;
. community resistance;
. political challenge;
. employee uncertainty;
. brand sensitivity;
. slower execution.
For companies deploying AI, financing AI infrastructure, insuring AI-exposed operations, or underwriting complex corporate risk, this is not a theoretical issue.
It is a licence-to-operate issue.
